What we do
Cut-and-fill, platform preparation and bulk earthmoving for residential, industrial and public developments — from hillside terraces to flat industrial pads.
The Galilee is limestone and dolomite. We drill with our Sandvik rig and break with hydraulic hammers on Volvo and CAT carriers — no subcontractor in the chain.
Access roads, road widening, embankments and sub-base — graded with CAT motor graders and compacted with Bomag and Ammann rollers.
Trenching and laying of concrete and HDPE pipes, culverts, drainage channels and utility corridors, including works alongside rivers and canals.
Loading, hauling and screening in quarries with wheel loaders, dozers, our Metso mobile screen and our own articulated haulers.
We buy machines, attachments and undercarriage parts directly from European manufacturers, design and have built our own line of Ashkar-branded rock rakes, buckets and rippers, and run an in-house workshop that keeps a 60-machine fleet working in hard rock.

Who we are
If you found this page after receiving an email from us, this is the short version. Ashkar H&L Ltd. (in Hebrew: אשקר חו״ל בע״מ) is an earthworks, excavation and infrastructure contractor based in Fassouta, a village in the hills of the Upper Galilee in northern Israel. The company was founded by the Ashkar family in 1975 and has remained in the family's hands ever since.
We work for developers, municipalities, industrial clients and main contractors across northern Israel: mass excavation and site grading, rock excavation and drilling, road and access-way earthworks, drainage and pipeline trenches, quarry and aggregate work, and heavy haulage. We run our own fleet of more than sixty machines — Volvo, Caterpillar, Kubota, Bomag, Sandvik and others — plus our own trucks, all maintained by our own workshop.
The "H&L" in our name (חו״ל in Hebrew, meaning overseas) reflects a second side of the business: for years we have sourced machines, attachments and undercarriage parts directly from manufacturers in Europe — which is why we are now looking to represent international brands in the Israeli market.

The Ashkar family begins contracting earthworks in the Galilee with a single excavator, serving farms, villages and local builders.
Roads, site development and infrastructure work grows across northern Israel. The fleet expands to dozers, loaders, graders and trucks.
The business is incorporated as Ashkar H&L Ltd., building a modern fleet around Volvo and Caterpillar and adding rock drilling capability.
We start importing directly from manufacturers: undercarriage and wear parts from Italy, Engcon tiltrotators from Sweden, specialised tooling — handling shipping and customs ourselves.
Continuous fleet renewal: new Volvo excavators, Volvo A30 haulers, Scania trucks and Bomag compaction join the fleet; drone survey becomes standard on every site.
The company marks its 50th anniversary — still owned and run by the family that founded it.
